Thumbs up Institute + a business partner?

I am working on setting up an institute, the problem is that I am finding it difficult to figure out how I can find a partner to share it with, it seems like i am always confronted with 2 types, the person gets jealous steals the idea and is on my back or the second type, people ill-qualified and have no common sense to be sensible. This idea i am very protective of as the location that i am in is in dire need of this facility but unfortunately the competition in this particular industry is fiercely competitve.

How can i go about finding a loyal business partner, who will listen to my theories without stealing them and will support the whole way, with same motivation and dedication. Setting up an institution for learning/research, in a particular area, its my passion and life long goal to see this location facilitated with this, please need all advice on setting about establishing a learning centre, having a phd already, with a high standard of staff.
