Well, as far as Business is concerned, Trading in Stocks is extremely high potential for a low capital investment, however the other options you may go for are-

Marketing of a Product with a part of profit.
Seeking for a Franchise of some product that doesn't require much investment

The Key factor to thinking up of business Ideas is that "What people want" and if you can sight that, then there is nothing stopping you, now you need to focus on each place a person goes, what does he require and when, how much, and then note it on a paper, then do your research and whichever thing seems the most deserted and the most Profitable, go for it.

You can also invent something and go for it, I know people successful in that.

Online Web Designing and stuff requires almost no real investment, but lots of people are already in that.

Well, your choice from here

I think open a wholesale center or shop is a good idea, and would be profitable. You can import products from China or India and sell them in your city to customers or shop owners. You may think it is difficult to deal in these business. If so, be afraid no more. I can help you out.

I don't know of any offline that require little investment, but I do know some internet ones.

My PR firm was originally offline when I focused only on music publicity (now it's almost entirely online though). I barely spent a cent to start the business, even offline, other than some basic office supplies. That's the great thing about my industry though. When the business world is going good, people need you to announce their good news. When the economy or other things go sour, they need us even more to fix their problems.

Any kind of consulting should be a low-start up cost kind of business... unless of course it's in a field where you need to worry about professional licenses and such (legal, medical, architects, etc.)

Here's a list on one of my sites with 65 different possible consulting jobs you could consider going into.
