The Management very often uses Trust as a very sensitive human resource tool to manipulate its staff .
Trust is something which displays a 100% instant cause and effect reaction from a person. I tell my co worker : " I have assigned this job to you and i trust your ability" - this means that I wl not breathe down his neck . I can also put it this way : " I have assigned Mr X to work on this project in tandem with u " - now this can be looked at in 2 ways : either i am not trusted to handle the project on my own or I am being supervised and controlled due to lack of trust in my abilities. This is how the word trust has a direct effect on business . But i do agree that the organisation must chalk out very fool proof internal control systems and chalk out a definite company policy and the employee has to work within the framework of the laid out policies and procedures -

Unfortunately in this day & age, it is hard to trust people.

If you give trust most employees with respond appropriately. Hopefully you weed out the bad ones in the hiring process.
