Whether an investment tool in safe or not would depend on the risk appetite of the investor. For a person with a very low risk profile probably the bond might the safest investment option available in the market.

Bonds are good, but there is never going to be huge profits. But they are better than just leaving your money in a standard bank account.
However I would prefer the internet, stock market, or real estate!

Really depends on your age and risk profile on how much to put into bonds. For someone in their low 30s I'd say be more aggressive with other investments and only max out 5-10% of your portfolio in low yield bonds or a cash fund. Having some bonds will help diversify your portfolio; remember as one investment goes up another usually goes down and bonds can help balance this.
If you do go heavier into bonds remember to stagger the maturity dates and also get a good mix of different sources of bonds. There are a lot of sources out there like I bonds, corporate bonds, bond mutual funds, etc.
